QualCom, VP of Learning and Development

As Vice President of QUALCOMM’s Learning & Organizational Development, Tamar Elkeles, Ph.D., is responsible for defining the overall training and development strategic direction for the company. Her scope of leadership includes company-wide training, executive/leadership development, internal communications, organization development and learning technology for more than 8,000 QUALCOMM employees worldwide. Within her community, Elkeles is the co-chair of the Advisory Board for Scripps Memorial Hospital La Jolla, which is dedicated to exceptional patient care, facilitating health education and conducting progressive medical research. Nationally, Elkeles is a member of the Conference Board Council for Training, Development and Education as well a member of the CLO Magazine Editorial Board. She also served on the Board of Directors for the American Society for Training and Development (ASTD). She holds both a M.S. and a Ph.D. in Organizational Psychology.
